4. CONSENT CALENDAR - EDUCATIONAL SERVICES

4.A. Approve Otis-Lennon School Ability Test (Online Version).
Rationale:
Every spring school districts around the nation administer assessments aimed to inform educators as to how to better meet student needs.  One assessment option is the Otis-Lennon School Ability Test (OLSAT), which is often used as a tool to inform placement into Gifted and Talented Education (GATE).  MBUSD has administered the OLSAT as one measure to determine placement in the GATE program, and has historically done so via the paper and pencil version.  Our paper and pencil version is hand scored and raw scores are converted into scaled scores, which are then converted into a school-ability index.  These calculations are time consuming and do not provide a comprehensive report that can be obtained when paying Pearson to score the OLSAT for MBUSD.

Pearson has released another option to take the OLSAT, an online edition.  This testing option costs less to score, provides almost immediate results, and prepares a detailed report for parents and schools to analyze.  It is recommended to transition from the paper and pencil version of the OLSAT to the online version.

5. CONSENT CALENDAR - STUDENT SERVICES
5.A. Ratify Final Settlement Agreement and Release Between Parents and District for Attorney's Fees and Costs.
Rationale:
As a result of Final Settlement and Release Agreement, Office of Administrative Hearings (OAH) Case No. 2014100334, finalized on February 2, 2015, it was agreed to pay Bruce Bothwell, Attorney at Law, for attorney fees and costs.
 
Recommended Motion:
Ratify payment for attorney's fees and costs.
5.B. Ratify Final Settlement Agreement and Release Between Parents and District for Educational Fees and Costs.
Rationale:
As a result of Final Settlement and Release Agreement, Office of Administrative Hearings (OAH) Case No. 2014100334, finalized on February 2, 2015, it was agreed to reimburse parents for educational fees and costs.

Ratify reimbursement to parent for educational fees and costs.

7. CONSENT CALENDAR - BUSINESS

7.A. Approve the Purchase of Equipment from Apple, Inc., STM, and Datamation Systems, Inc., for the Replacement of iPads and Safes at Meadows Elementary School.
Rationale:
Recently, two iPad carts were stolen from Meadows Elementary School.  The replacement of the iPad carts will be partially reimbursed through the District's insurance carrier (subject to a $5,000.00 deductible).  The expenses will be paid through the self-insurance fund, and the reimbursement will be deposited there; the overall budget will be increased correspondingly for the second interim budget reporting period.
 
Recommended Motion:
Approval is recommended.

Rationale:
Pacific Elementary School is planning a 3-day field trip to Emerald Bay on Catalina Island for 5th grade students in April 2015.

8. BOARD DISCUSSION
8.A. 2015-2016 BudgetWas edited within 72 hours of the Meeting
Rationale:

Staff will present information that will be used as the Board develops the 2015-16 budget. Some of the topics in this 30-minute presentation will include:

  • The California Budget for Education
  • SoCalROC Budget for 2015-16
  • MBEF Budget for 2015-16
  • MBX Budget for 2015-16
  • PTA Budgets for 2015-16
  • Other requests for school expenditures
  • Fund 25 and Fund 40 Expenditures

After the presentation, the Board will host a workshop, inviting participants to comment on all issues related to the development of the 2015-16 budget.
