Rationale:
Staff will present an overview of the MBUSD professional development efforts in mathematics and overall progress towards the Common Core implementation.  Following the presentation the Board will engage in a discussion with the audience in a workshop format.

Rationale:

California Education Code Section 42130 requires all public school districts to annually file at least two interim financial reports with their local county superintendent of schools and the State Department of Education. The Second Interim Budget Report covers the financial and budgetary status of each school district for the period November 1, 2014, to January 31, 2015.

Interim reports serve as “snapshots” of the District’s financial condition at a point in time. Multi-year budgets are highly dependent upon projected state funding, which in turn is dependent upon the health of the state economy and sufficient collection of property, income and sales taxes. As a result, interim budget reports are anchored on projections provided by the county and state as well as local expenditure decisions. 

The District’s financial condition and current year budget are presented at first interim by the MBUSD’s business and fiscal staff for review and approval by the Board of Trustees. The Governing Board of each district must certify whether their budget is able to meet their financial obligations for the remainder of the current fiscal year and two subsequent years. Certifications are positive, qualified, or negative. A positive certification means the District will be able to meet its financial obligations for the current year and two subsequent years. Qualified certification means the District may not meet its financial obligations, while negative certification indicates the District will not meet its fiscal obligations.

It is recommended the Board of Trustees approve the first interim budget report, indicating a positive certification of the 2014-15 budget. It is further recommended the Board of Trustees authorize the Assistant Superintendent to submit the first interim budget report, as required, to the Los Angeles County Office of Education and State Department of Education.
 
Recommended Motion:

6.A. Approve Mira Costa High School's Jazz Band and Wind Ensemble to travel to Henderson, Nevada, on March 21-23, 2015, to participate in an exchange concert with Green Valley High School.
Rationale:
Mira Costa High School's Jazz Band and Wind Ensemble has been invited to participate in clinics at the University of Nevada, Las Vegas and an exchange concert with Green Valley High School in Henderson.

The 42 male students and 13 female students (grades 9 - 12), along with their chaperones (5 male and 4 female), will travel by bus (VIP Tours) to Henderson, Nevada on March 21 - 23, 2015. Accommodations are at the Fiesta Henderson Hotel. One day of school will be missed (3/23); scholarships will be provided; no cost will be borne by the District.

6.B. Approve request by Pacific Elementary School's fifth grade to attend an overnight outdoor educational component to science curriculum at the Catalina Institute of Marine Science.
Rationale:
The fifth grade at Pacific Elementary School are asking Board permission to attend an outdoor educational camp at the Catalina Institute of Marine Science on April 1 - 3, 2015. The 63 male and 63 female students along with their chaperones (9 male and 9 female) will travel to Catalina via the Catalina Express. While on the island, the students will engage in various outdoor science activities that aline with the 5th grade science curriculum. The students will also participate in snorkeling and hiking.

Three days of school will be missed, April 1, 2, and 3, 2015. Scholarships will be provided; no cost will be borne by the District.

Rationale:
An Amendment to the District Master Contract is necessary as a result of Final Settlement and Release Agreement Office of Administrative Hearings (OAH) Case No. 2013090083, finalized January 22, 2014. Services will be provided through June 30, 2015.

Rationale:

8.C. Ratify amended CPR, AED, and First Aid training agreement for classified professional development offered on March 16, 2015.
Rationale:
On February 4, 2015, the Board approved an agreement with Carol and Tim Andrade of CPRRIGHTAWAY to provide two concurrent sessions of CPR-AED-First Aid training on Monday, March 16, 2015.  The number of classified employee registrants for this session exceeded staff's original projection.  This amended contract provides for a third concurrent session of CPR-AED-First Aid training. Up to 70 MBUSD classified employees can participate under the amended agreement.

8.D. Approve Student Teaching Agreement between Concordia University and Manhattan Beach Unified School District.
Rationale:
Section 4320 of the California Education Code allows the Governing Board of any school district to enter into agreements with a state college, the University of California, or any other university or college accredited by the State Board of Education as a teacher education institution, to provide teaching experience through student teaching to students enrolled in teacher training curricula. Concordia University would like to enter into a student teaching agreement with the Manhattan Beach Unified School District from July 15, 2015, to December 31, 2018.

9. CONSENT CALENDAR - BUSINESS SERVICES - Dr. Dawnalyn Murakara-Leopard
9.A. Approve an Agreement with Bickmore to Provide Actuarial Valuation of OPEB Liabilities.
Rationale:
The Governmental Accounting Standards Board (GASB) issued GASB Statement No. 45, Accounting and Financial Reporting by Employers for Postemployment Benefits Other than Pensions.  This Statement establishes standards for the measurement, recognition, and display of OPEB expense/expenditures and related liabilities, note disclosures, and, if applicable, required supplementary information in the financial reports of state and local governmental employers. 

For agencies with 200 or more members covered by or eligible for plan benefits, GASB 45 requires that a valuation be prepared no less frequently than every two years.  GASB 45 disclosures include the determination of an annual OPEB cost. 

In order to update the District's Actuarial Valuation of OPEB Liabilities, it is necessary to engage an actuarial firm.  An RFP was issued for these services, and after reviewing proposals and interviewing top candidates, staff recommends that Bickmore be engaged to assist the District in meeting its requirements under GASB 45.

9.B. Approve the Purchase of Equipment from Apple, Inc., for iPads at Robinson Elementary School.
Rationale:
Robinson Elementary's PTA is generously donating funds to provide for the purchase of 51 new iPad Air 2's.  30 of the devices will be devoted to the school's MakerSpace program; the rest will be used to replace existing staff iPad's.  Replaced iPads will be used to support instruction at lower grade levels.

9.C. Approve disposal of surplus equipment in accordance with Board Policy 3270 and Administrative Regulation 3270.
Rationale:

The Mira Costa High School Music Program currently houses a Grand Piano (need manufacturer, age, serial number) which has passed its useful life and is no longer usable by the District.  The current estimated value of the piano is $2,000.00.  Staff recommends that the Board approve this as the value of the property, identify the property as surplus, and authorize its sale without advertising per Board Policy and Administrative Regulation 3270. 

Per Board Policy and Education Code sections 17545 and 17546, when district-owned books, equipment supplies, or other personal property become unusable, obsolete, or no longer needed, the Superintendent or designee shall notify the Governing Board, provide an estimated value, and recommend whether the items be sold or disposed of by one of the methods prescribed in law and administrative regulation. Upon approval by the Board, the Superintendent or designee shall arrange for the sale or disposal of these items.

The district may sell surplus or obsolete district-owned personal property without advertising for bids if the Governing Board members attending a meeting unanimously agree that the property, whether one or more items, does not exceed $2,500 in value. 

Money received from the sale of surplus property must be either deposited in the district reserve or general fund or credited to the fund from which the original purchase was made.  Funds from the sale of the piano will be deposited in the District's general fund and used to purchase piano covers, benches, locks, and other items to support the MCHS music program.

9.D. Approve new authorized signers for all Office of Public School Construction (OPSC) forms.
Rationale:
Each year California public school districts are required to update the attached form (SAB-50-03) to designate district representatives who may submit information to the State Allocation Board and Office of Public School Construction. 

It is recommended the Board of Trustees approve and authorize Michael Matthews and Dawnalyn Murakawa-Leopard as District representatives with regard to eligibility determination under the State of California's School Facility Program, operated under the Office of Public School Construction (OPSC) and the State Allocation Board (SAB).
